Efrat's practice covers a wide range of project and infrastructure public tenders and financings, in a range of BOT/PFI Public-Private-Partnerships in transportation, water desalination, energy, renewable energy and other infrastructure projects. She regularly advises tender issuers, project companies and financial institutions in the issuance, development, handling and financing of infrastructure projects and has been recognized by Chambers Global Guide for the fact that she is "well-versed in tender law", and clients have stated that she "helps to ensure that our tender submissions comply with strict legal requirements".

 

Prior to joining Tadmor & Co., Efrat spent 8 years in the firm Melcer & Co., where she regularly advised the State of Israel and other governmental entities in various international tenders and BOT/PFI projects. She also worked at the New York office of the trade regulation boutique firm Constantine Cannon.

 

Among Efrat's recent notable transactions are the representation of:

 

  • The successful bid by I.D.E Technologies Ltd. & Hutchison Water International Holdings Pte. Limited. awarded the concession for the design, finance, construction, operation, maintenance and transfer of a 150,000,000 M3/annum Seawater Desalination Facility at Sorek and negotiation of a contract for the construction of an 140 MW independent power plant to be developed on site;
  • The bidder for the tender for the concession for the design, finance, construction, operation, maintenance and transfer of an army training base in the South of Israel;
  • Israel Discount Bank Ltd. in the financing of the Carmel Tunnels Project in Haifa, Israel;
  • Israel Discount Bank Ltd. in financing of a PFI project for the upgrade and maintenance of approximately 250km of highways in the north of Israel for a period of 20 years;
  • A group of institutional lenders financing a telecommunications satellite known as "Amos 5". The deal was honored as "Deal of the Year - 2009" by Project Finance Magazine;
  • Dalia Power Energies Ltd. in the development of 850MW natural gas fired power plant in the south of Israel;
  • A company developing two wind farm power generation facilities in Israel;
  • Israel Natural Gas Lines with respect to gas transportation agreements;
  • Power Purchase Agreements from Independent Power Producers in Israel.
